JAKARTA, Feb 23 — Egianus Kogoya, the dreadlocked rebel behind the kidnapping of a New Zealand pilot this month in the highlands of Indonesia’s Papua region, is at the vanguard of an increasingly dangerous and media-savvy insurgency for independence.
